APPSC paper leak fiasco: CBI files 3rd supplementary chargesheet

Itanagar, Aug 30 (Reporter) The Central Bureau of Investigation (CBI) has filed a third supplementary chargesheet against an accused in the Court of Special Judge, CBI Cases, Yupia, Arunachal Pradesh, concluding an investigation of a case related to the alleged leakage of a question paper of an examination conducted by the Arunachal Pradesh Public Service Commission (APPSC) for the post of Assistant Engineer (Civil). It was revealed that the aforesaid accused, Pasang Kotin Ezing, had issued the cheque of Rs 5 lakh to an accused middleman on behalf of her son Loth Ezing (candidate) for acquiring the leaked questions of the AE (Civil) Examination, 2022, the CBI said on Friday. The middleman and the candidate were chargesheeted earlier in the initial chargesheet filed on December 8, 2022, along with six others, including a then teacher of a private coaching institute and then Deputy Secretary-cum-Deputy Controller of Examinations of APPSC. Further investigation was kept open to look into other aspects of the case. Accordingly, during further investigation, the first and second supplementary chargesheets were filed on January 31, 2023, and March 30, 2023, against a private person and then the Dy Controller of Examinations of APPSC, Arunachal Pradesh, and a private person, respectively. It was also revealed during the investigation that the then-Dy Controller of Examination in the Arunachal Pradesh Public Service Commission, in connivance with middlemen and others, had leaked the questions of the AE (Civil) Examination, 2022, to different candidates in exchange of huge sums of money. The premier probe agency registered the case on October 26, 2022, against a teacher of a private coaching institute and unknown officers/ officials of APPSC at the request of the Arunachal Pradesh government and further notification from the Government of India transferring the investigation of the case lodged by a complainant at the Itanagar Police Station on September 10 in that year. It was alleged that leakage of question papers took place before the examination of Assistant Engineer (Civil) for the year 2022 conducted by the APPSC, in lieu of illegal gratification. It may be mentioned that earlier two cases were registered by the Special Investigation Cell (SIC) of the State’s Vigilance Department, and subsequently, the cases were handed over to the CBI, which has filed a chargesheet against nine individuals in one of the cases. So far, 54 individuals, including 42 government officials, have been arrested in connection with the alleged malpractices in the recruitment examinations conducted by the APPSC since 2017. The APPSC fiasco came to the forefront after the late whistleblower Gyamar Padung, who appeared in the AE (Civil) Main exam, filed a complaint at the Itanagar police station on August 29, 2022, claiming that he suspected that the question paper was leaked.
