Patna, Dec 20 (Reporter) Founder of " Jan Suraaj " Prashant Kishor on Friday said that there was a bureaucratic rule in Bihar where top bureaucrats were looting hard-earned money of the people in broad daylight. Kishor also popularly known as PK said that during the RJD regime in Bihar, there was complete lawlessness termed as "Jungle Raj ". Now, Bihar was reeling under a spate of bureaucratic rule, he pointed out. "The only difference between the RJD and NDA regime is that criminals were looting at gunpoint from the public while bureaucrats are looting the money using pen in broad daylight ", he added. It was pathetic to note that only five retired bureaucrats who were neither in service nor constitutionally elected were running Bihar as they had been appointed as advisors by Chief Minister Nitish Kumar, he added. Retired bureaucrats were neither guided by service code nor by constitutional provision as they were not elected representatives. Corruption had increased at a rapid pace in Bihar but Chief Minister Kumar had no concern for the same, he lamented...////...
