Itanagar, Sep 2 (Reporter) The Central Bureau of Investigation on Monday filed a chargesheet against three individuals, including a former Deputy Commissioner of West Kameng district in Arunachal Pradesh, in connection with a case pertaining to corruption and misappropriation of public funds.
The accused who were named in the chargesheet include Padma Jaishwal, IAS (AGMUT: 2003), the then DC, West Kameng, and Nor Bahadur Sonar, the then Finance & Accounts Officer (F&AO), and Rinchin Phuntsok, the then Cashier – both from the office of the Deputy Commissioner, West Kameng, Bomdila.
The CBI had registered a case on March 4, 2021 against three accused officials following notifications issued by the Government of Arunachal Pradesh and Government of India on serious corruption allegations.
The former DC is accused of abusing her official position by corrupt and illegal means. She is alleged to have withdrawn cash from Government account for personal purposes, prepared Demand Drafts and remitted the amount to the accounts of private individuals, payable at SBI, Chandigarh.
It was also alleged that the accused, the then DC on numerous occasions called the cashier and the F&AO to her office and asked them to withdraw money in cash on returnable basis which were allegedly misappropriated.
Further, it was alleged that Jaishwal committed gross procedural lapses in conspiracy with the other two accused in getting drafts and Deposit at Call Receipts (DCRs) amounting to Rs 28 lakhs prepared to get the amount released from treasury.
During investigation, it has been established that the accused then DC, West Kameng entered criminal conspiracy with two officials of her office - then F&AO and then Cashier and in pursuance thereof dissolved 3 Nos. of DCRs created out of Goverment funds and got issued 10 DDs amounting to Rs 28 lakhs.
