Thiruvananthapuram, Jan 17 (Reporter) Kerala Governor Rajendra Vishwanath Arlekar delivered the Policy Address at the 13th session of 15th Kerala Legislative Assembly on Friday. The Governor who delivered his maiden policy address highlighted financial challenges faced by Kerala and reaffirmed the Government’s commitment for inclusive development. Pointing out that Kerala's share in the central divisible pool declined to 1.925 percent from 3.875 under the 15th Finance Commission, he said several factors related to GST compensation, stringent conditions on schemes sponsored by the Centre and restrictions on borrowings have affected the financial condition of the State. Stressing the importance for ensuring quality of education, he said digital and communication technologies will play an unavoidable role in education.
