Mandatory Assembly sessions not held in Manipur : Ibobi

Imphal, Dec 21 (Reporter) Former Chief Minister Okram Ibobi, Leader of the Congress Legislature Party (CLP), has alleged that the government has failed to hold Assembly sessions as envisaged in the Constitution. Ibobi addressing the media here at Congress Office on Saturday said the government has violated the Constitution as the Assembly session should be held at least three times in a year under Article 174. The normal practice is to hold Budget, Autumn and Winter sessions in a year. Congress party was waiting for summoning of the Assembly session however so far there is no notice for Winter Session. Ibobi said normally notice has to be issued 15 days ahead however it can be summoned by invoking other provisions as provided in the Rules and Procedures. The Congress party has submitted a memorandum to the Governor LP Acharya as he is the Constitutional head, Ibobi said and copies of the memorandum were also submitted to the Speaker , Th Satyabrata and CM N Biren Singh, Ibobi said.
