Bhubaneswar, Nov 26 (Reporter) The inaugural day of the winter session of the Odisha Assembly witnessed noisy scenes as the members of the Opposition BJD and the Congress stormed into the well of the house and shouted slogans in support of their respective demands forcing Speaker Surama Padhy to adjourn the house twice till 1600hrs. The Speaker adjourned the house first at 11.31hrs till 12.25 hrs and again at 12.37hrs till 1600hrs Due to the agitation by the Opposition members, the house could not transact any business except passing the obituary reference in the pre-lunch session on Tuesday. The trouble began soon after the passing of the obituary reference. Soon after the obituary reference, while the Speaker asked the Panchayatiraj and Drinking Water Minister Rabinarayan Naik to reply to a question, Ranendra Pratap Swain (BJD)said the words socialist and social security are missing in the preamble of the Constitution kept at the gate of the state Assembly to commemorate the Constitutional day . The Congress members alleged that the tribals were forced to consume mango kernel due to acute insecurity of food and demanded a judicial inquiry. The agitating members shouted slogans and thumped the Speaker's podium. As the house plunged into a chaotic situation, the Speaker adjourned the house at 11.31hrs till 12.25 hours. After the house reassembled Swain rising on a point of order said while the Supreme Court upheld the 42nd amendment to the constitution's preamble in 1976, on Monday and the country is celebrating the constitutional day on Tuesday, the Omission of the words in the preamble kept in the state Assembly is an insult to the constitution. Stating that you cannot run the show while insulting the constitution, he demanded its immediate removal. Swain said the words socialist and secular are the soul of the constitution and the missing of the words in the preamble shows the mentality of the government. Irashis Acharya of the treasury bench said the constitution kept at the gate of the Assembly is the original constitution of the country. He said they agreed that the words socialist and secular are the soul of the Constitution and respect the Supreme Court verdict. He said they did not want the words to be removed from the preamble. But should we change the constitution each time an Amendment is made, he asked. He said the BJD is creating an unnecessary hue and cry over the issue. At this while the BJD members shouted to counter Acharya, the Speaker adjourned the house till 1600hrs. As per the programme Chief Minister Mohan Charan Majhi who also holds the Finance portfolio is scheduled to present the first supplementary budget for 2024-25 in the afternoon...////...
