Bhubaneswar, Aug 29 (Reporter) Opposition BJD members on Thursday created a ruckus in the Odisha Assembly, demanding that their notice for an adjournment motion on developmental works in the state's blocks be taken up for debate.
Speaker Surama Padhi was forced to adjourn the House until 1600 hrs after agitated BJD members rushed to the well of the House, shouted slogans, and disrupted business during Zero Hour in protest against the Speaker's refusal to accept their adjournment notice.
The issue was raised by BJD members Arun Sahu and Ganeswar Behera, who stated that although they had been demanding a discussion on the matter for a long time, the Speaker, they alleged, had been rejecting it.
The BJD members claimed that developmental works in all 314 blocks of the state had come to a standstill over the past two months.
Sahu said it seemed the government had given an unwritten directive to officials not to undertake any developmental work in the blocks and demanded a discussion on the issue through an adjournment motion.
The BJD members argued that the Speaker should accept the adjournment notice and allow a discussion in the interest of the people of the state.
The BJD members, shouting slogans, rushed to the well and tried to climb up to the Speaker's podium in protest after Padhi refused to concede to their demand.
The Speaker stated that she did not accept the notice for a discussion on the issue as it was not a matter of a specific incident of recent occurrence and was not an urgent issue. She requested the BJD members to return to their seats.
Parliamentary Affairs Minister Mukesh Mahaling said the Speaker's decision on whether to allow an issue for discussion or not is final.
He stated that all members should respect the chair and abide by the Speaker's decision and requested the agitating members to return to their seats and participate in the proceedings of the House.
Despite the Speaker's appeal to the BJD members to return to their seats and cooperate with the business of the House, the BJD members continued their protest in the well, forcing the Speaker to adjourn the House at 1210 hours until 1600 hours...////...
