Bhubaneswar, Sep 2 (Reporter) The Odisha Assembly on Monday witnessed a ruckus as opposition members from the BJD and Congress stalled business, demanding the inclusion of all women in the state under the Subhadra Yojana.
The trouble started soon after the obituary motion, moved by the Chief Minister on the demise of former Congress MLA Aswani Guru, was adopted. The House expressed grief over the death of the former MLA and observed one minute of silence to pay respects to the departed soul.
As soon as the question hour began and Speaker Surama Padhi asked Chief Minister Mohan Charan Majhi to reply to a question, BJD and Congress members trooped into the well of the House, shouting slogans alleging non-fulfillment of promises made by the BJP in its election manifesto regarding the Subhadra Yojana.
In the din, the Chief Minister’s reply was not audible, and as the opposition intensified their slogan shouting, the Speaker, unable to bring the House to order, adjourned it for an hour from 10:37 AM till 11:37 AM.
When the House reconvened after the adjournment at 11:37 AM, opposition members again rushed to the well and raised slogans against the government.
The Speaker appealed to the opposition members to maintain decorum in the House and return to their seats. She also requested them to participate in the adjournment motion, which had been accepted for debate, but the agitated BJD and Congress members did not heed the Speaker’s request and continued their slogan shouting inside the well of the House.
The House was subsequently adjourned twice more till 1:00 PM and finally till 4:00 PM as the BJD and Congress members continued to occupy the well of the House and did not allow it to function, insisting on their demand that all women in the state be included under the Subhadra Yojana.
As a result, the debate during question hour, zero hour, and the adjournment motions was washed out, as the functioning of the House was paralyzed by the opposition BJD and Congress members.
Outside the House, BJD Chief Whip Pramila Mallick accused the BJP government of not fulfilling its election promise of providing a cash voucher of Rs. 50,000 to all women in the state under the Subhadra Yojana and demanded that all women in the state be provided with the Rs. 50,000 cash voucher as promised in the BJP’s election manifesto.
BJP MLAs Ashok Mohanty and Babu Singh criticized the opposition BJD and Congress for stalling the important question hour business of the House.
They said the opposition does not want the Subhadra Yojana to be implemented in the state and is deliberately trying to mislead people about the implementation of the Subhadra Yojana, which they said was historic and stated that all eligible women aged 21-60 years in a family would receive the benefit of Rs. 10,000 per year for five years...////...
