Hyderabad, July 5 (Reporter) Telangana Chief Minister A Revanth Reddy affirmed that the state government is determined to fill government jobs and will take necessary decisions to benefit the unemployed.
He advised the unemployed not to fall prey to the conspiracies of certain political parties and selfish forces. He assured that if rules are changed during the exams, the government will consider the necessary legal aspects and make appropriate decisions. He expressed concern that the previous government's wrong decisions did not do justice to the unemployed.
The Chief Minister reminded everyone that his government has already initiated 28,942 job appointments, as promised.
He mentioned that the complications related to Group 1, Group 2, and Group 3 appointments, which had been pending for years, have been resolved by the court. He added that the government is conducting competitive exams according to the job calendar and that the job calendar will be released after discussing it in the budget sessions of the Legislative Assembly.
The Chief Minister emphasized that the job calendar will ensure complete justice for the unemployed without causing disturbances with central government recruitment exams and exams conducted by various boards.
He criticized those who, for political gain, are interfering with the lives of the unemployed. The CM clarified that if decisions contrary to the provisions of the notifications are taken, the job filling process will be halted, causing more suffering for the unemployed.
In view of the concerns of the unemployed, the Chief Minister organized a meeting at his residence on Friday evening.
Bhuvanagiri MP Chamala Kiran Reddy, MLC Balmuri Venkat, Youth Congress State President Shivsena Reddy, Sama Rammohan Reddy, Professor Riaz, teachers JAC Harshvardhan Reddy, OU student leaders Changani Dayakar, Manavatarai, Bala Lakshmi, Charakonda Venkatesh, Kalva Sujatha, and others participated in the meeting.
During this three-hour meeting, the CM inquired about the demands and concerns of the unemployed. He immediately called Chief Secretary to the Government Shantikumari and other concerned officials to discuss the possibilities of resolving the demands raised by the unemployed.
A detailed discussion took place regarding the demand to select candidates for the main exam at a ratio of 1:100 instead of 1:50 per post for the Group 1 examination. Officials explained to the CM that the Group 1 examination papers set in 2022 by the previous government were postponed twice due to leakage and wrong decisions. When the new government came to power, this petition in the Supreme Court was withdrawn. The old notification was cancelled, and a new notification with additional posts was issued.
Four lakh candidates competed for the Group 1 examination, which was conducted after twelve years. Recently, TGPSC conducted the preliminary examination in a strict manner. According to the notification, the selection for mains will be based on merit in the preliminary rounds at a rate of 50 candidates per post.
Officials warned that if the rules are amended to select 100 candidates now, there is a risk of court intervention, which could halt the entire notification process. It was explained to the CM that changing the provisions in the notification would not be legally valid. The High Court's comments when the Group 1 examination was cancelled for the second time were brought to the CM's attention.
The CM was reminded that the State High Court had cancelled the examination solely because the biometric system as per the then notification was not followed. In 1999, the Supreme Court in UPSC v. Gaurav Dwivedi ruled that if more people were given the opportunity than mentioned in the notification, it would be unjust to those who were there earlier.
A discussion was also held on increasing Group 2 and Group 3 posts. The CM noted that increasing the posts while the examination process is ongoing would violate the notification, leading to potential court intervention. While the number of posts could be increased due to the new notification for Group 1, there was no such flexibility for Group 2 and Group 3 notifications.
Leaders of the student union highlighted to the CM that candidates were losing out because the Group 2 and DSC examinations were scheduled back-to-back. They noted that the DSC exams are from July 17 to August 5, and Group 2 exams are immediately afterwards on August 7 and 8, causing preparation difficulties.
