Chennai, Jan 6 (Reporter) The already simmering differences between the Raj Bhavan and the ruling DMK it a new low on Monday, when Governor RN Ravi boycotted the Assembly, left the House in
a huff without reading his customary New Year Address in protest against the National Anthem not being sung at the beginning of the session.
It was the usual tradition that Tamil Thaai Vazhthu (invocation to Mother Tamil) would be recited at the commencement of the session and the National Anthem at the conclusion.
After his arrival at the House, during which he was given a ceremonial guard of honour and was
received by the Speaker with a bouquet of flowers, the Governor asked that national anthem be
sung at the beginning itself.
But, Speaker M Appavu commenced the session with the playing of Tamil Thaai Vaazhthu, following
which a visibly upset Governor left the House in a huff after the song was recited.
In all the Governor's stay in the House lasted a mere three minutes.
It is tradition and custom that the first Assembly session of New Year session would commence with
the Governor's address, prepared by the Government.
Justifying the Governor's boycott, the Raj Bhavan in a hard hitting 'X' post said, "The Constitution of
Bharat and the National Anthem were once again insulted in the Tamil Nadu Assembly today."
"Respecting the National anthem is among the first Fundamental Duty as enshrined in our Constitution", it said, adding, It was sung in all the State Legislatures at the beginning and the end
of the Governor's address."
"Today on arrival of Governor to the House only Tamil Thaai Vazhthu was sung. Governor respectfully reminded the House of its Constitutional Duty and fervently appealed to the Hon'ble Chief Minister who is Leader of the House and the Hon'ble Speaker for singing the National Anthem", it said.
However, they cussedly refused. It is matter of grave concern. Not to be a party to such brazen disrespect to the Constitution and the National Anthem, Governor in deep anguish left the House,"
it said justifying the boycott.
Meanwhile, Chief Minister M K Stalin termed the Governor's boycott as childish and was unbecoming of the post of high office he holds
Noting that the Governor was habitually transgressing the tradition of the Legislature, he said the question before all is when the Governor was not interested in carrying out his Constitutional duties, why should he hold that post.
"As per the Constitution, the Governor reading out the Address prepared by the government is a tradition of Legislative democracy", he said.
The Governor has made it a regular habit to transgress it and violate the Assembly norms. In the past, he had read them by ignoring some portions (reference to Dravidian model) and adding some on his own (extempore).
But, this time he had left the House without reading it which is childish," Mr Stalin said.
"Insulting the people of Tamil Nadu and the government elected by them as well as the legislature with a 100-year-old legacy, is unbecoming if the office he holds," he noted...////...
